This is what happens when you run this as a command in a shell:
$./eid-data_decrypt-1.0.0.exe
It needs an argument to specify the file you want to decrypt. If you only want to decrypt one file, use the filename as the argument:
$./eid-data_decrypt-1.0.0.exe my_encrypted_file
If you are trying to decrypt many files, consider using the filelist utility (implementation in python here) to generate a list of file names and pass that to the command line as an argument:
$./eid-data_decrypt-1.0.0.exe filelist

Keith Robinson and Phil Collins are two of the few household names that still exist in the world of retro gaming. The pair are responsible for the soundtracks to classic games such as Dig Dug, Super Mario Bros, and Tetris, and they've now teamed up with fellow funk pioneers Steve Winwood and Pete Townshend to present the soundtrack to Heavy Metal.
“It’s been a long time in the making,” explained Collins. “Me and [prog band] Electric Light Orchestra, we’ve been trying to get this album out for a long time. It was actually a situation where the whole band, we were going to go on tour for The Who, and it happened to be around that time in the life cycle of us and The Who, because we’d been touring together for about nine years, so the time was right.”
The soundtrack was produced by Winwood, who has worked with artists including The Rolling Stones, David Bowie, and The Clash. “It’s one of the most difficult things I’ve done to date,” said Winwood. “It was a real challenge.”
The album will feature songs from a number of heavy-metal giants including Black Sabbath, Judas Priest, Metallica, and Megadeth. Other artists include Joe Cocker, Keith Richards, Def Leppard, Robert Plant, Eddie Van Halen, Brian May, and many more
